Ahhhhhhhhh but if the leave are dead, they would be brown and NOT Green so technically not even semi-evergreen !!0 -

To be serious - it's phrased that way because a dead, brown leaf casts as much shade as a living green one which means the problem is a 12 month one rather a growing season issue.0 -
Before you write to anyone - find out who owns it! Land Registry would be your first stop at Lincoln Buildings, in the same block as the Europa Hotel in Belfast, at the opposite end from the Grand Opera House. Will cost under £20 to do the searching.0

We are kinda in the same boat, we bought a house that backs onto a greenway and the land is owned by the DRD. We have written to the Minister of DRD and are just waiting right now.
Or neighbours have it worse though and have trimmed the overhang. Apparently the DRD arranged some trimming in the past so we're sticking in there for now.

Actually I've just remembered that our work backs onto a green, can't remember if it's DRD or council but they had loads of trees along the boundary that grew really tall and then started dropping their leaves in winter into the roof gullies and blocking the spouting's.. after much complaining to them they did eventually extract the digit and cut them back....0

I would second getting your local MLA on the case and as the DRD Minister is UUP I would start with them.0

As I said, there's no point chasing DRD if it isn't their land! You're just wasting your own time. Find out WHO owns the land, then chase THEM.0 -
