Appeal rejected by PCN Mgt - IAS??

Hi
Used the letter from Newbies thread to appeal to PCN Management as Keeper but they have rejected the appeal. Say I can pay or appeal through IAS. Haven't spotted a thread that advises how best to appeal through IAS. Need to get on with it as 9 of my 14 days are up!!!

Can't see immediately if this is a BPA or IPC case and don't know the PPC in question.
IAS/IPC cases are complicated and depend upon the signs and whether the parking charge was damages or contractual. Please look on the search facility for IPC threads over the last 3 days or so to see what I mean as I can't go through it all again now. Or even use the facility to look at posts I have made recently and read the threads through.
Then come back with some answers as to whether you have had a contractual charge or PCN and any sign photos. And where was this.0 -

6. Sending a Notification Letter to the Keeper
6.1 Where a parking charge remains unpaid and the keeper has not identified the driver within 28 days of the notice to keeper you should send a notification letter to the keeper confirming that they are now liable for the charge, the amount of the charge, the time frame for making payment and how they can make payment.
6.2 It must not be sent before the expiry of time to identify the driver (28 days from date of Notice to Keeper).
6.3 The letter should offer the keeper a minimum of a further 14 days to pay.
6.4 The keeper must be told that the process of appealing within your internal appeals process and the IAS.
However, from the IAS web site
If you have unsuccessfully appealed a matter to a parking operator and you believe that the charge was unlawful then you can appeal the matter to the Independent Appeals Service. The parking operator concerned will inform the IAS when your appeal has been internally rejected and you can register your IAS appeal by visiting https://www.theias.org. Appeals must be received by the IAS within 21 days of the operator rejecting your initial appeal.0 -
but if he is appealing then the 14 days to pay is irrelevant
either he is appealing, or he is paying, he cannot do both0 -
Please show us the signs and the Notice to Keeper, both sides (obviously cover your name/address/PCN number & car reg but leave dates/wording visible).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Will make one more attempt after this but not looking hopeful.... keeps telling me my reply is over 600,000 characters but I ma only allowed 25,000... weird
