Occupier's Consent Form - Cannot Find An Independant Solicitor To Witness

I thought this would be a relatively straight forward task, ring round a few solicitors, get a few quotes and pick the cheapest to go with.
However, all the local solicitors (bar one) in my area, have said they don't provide the service or only provide that service to existing clients.
Is there a reason why solicitors are reluctant to witness the signing of this form, even if I am willing to pay any legal fees for doing so? Is it not cost effective or something that stops them from providing this service?

Why do you need an independent solicitor to witness is ?
Most lenders don't require this, Natwest use to but then scrapped it due to complaints.Official DFW Nerd Club - Member no. 0650 -
AFAIK lenders advise this, but it isn't a requirement.
