A laudable idea, but I think the government should go much further.
A 'council tax discount' and 'house price guarantees' sound very vague - probably intentionally.
I'd say a full council tax exemption and an iron cast government guarantee to purchase any affected property at a level well above market value, plus compensation for incurred relocation costs should go some way. Or maybe set up a variation on the HTB scheme, helping homeowners who suffered blight? Your thoughts?

Home-owners will be offered council tax discounts and house price guarantees to encourage them to accept a new Garden City development in their area, under plans being drawn up by ministers.

Sounds reasonable to me - if 'infracstructure of national importance' blights your home - liek HS", you get compensated - why not the same for new housing, you may have bought on the basis of existing planning law and if suddenly a garden village is proposed that might affect the value of your house then you should be compensated.
Plus anything that gets some of the missing houses built gets my vote.I think....0 -
The proposal is for 3 cities of 15,000 properties each
so that's 45,000 over let's say 5-10 years?

We shouldn't need to be paid in order to accept the development and future proof of this country. We should welcome it really. Just shows how selfish we truly are if we need backhanders in order to accept moving forward for future generations.0 -

Completely disagree - if they decide to put a motorway or railway through house you should be paid full market value as compensation.I think....0 -

Indeed.
But were not talking about anyone knocking down your house to build others in this thread.
Compensation, which this thread is discussing, is very different to a mandatory purchase which would happen in your scenario.
Building a flyover right over your house is deserving of compensation, it affects your everyday life once it's built. But a garden city some miles away?0
