Equity release from estate

Hi, I have inherited my mothers house, it was a council property up to 18 months ago when she bought it outright.
I realise that if I sell the property I will have to return some of the discount to the local authority, but I cannot find any information regarding a re-mortgage.
If I release some of the equity in this way, to help with my own mortgage, will this also be subject to returning a % of discount?
Does anybody have any experience in this field?
Thank you in advance.

It is not that simple if you have recently inherited the property.
Also, how is it currently being used?
