    My daft friend has just been given a penalty notice for dropping a cigarette butt in a Tosco car park. Fella said he had her on cctv. Anyone know if this is legal? He issued her with the ticket there and then! It was issued by the local council.

    Assuming that the car park is owned by the council? Then yes, it's legal :( The offence is littering and councils can issue a penalty notice. I'm not sure that many enforce it that strictly though. Sounds like your friend got unlucky and there was a jobsworth on duty.
    They can take you to court for not paying the penalty, again I suppose it varies between individual councils how like they are to do this.

    Afternoon all. Had almost an ENTIRE DAY at the sodding hairdressers. Long, irritating story. Anyway. I'm home now thank goodness. First world problems but I hate having my time wasted.

    The lashes arrived today TS. I knew the package was from you because it was a recycled jiffy :) Thank you very much. I will try them out soon.
