Define "open relationship".
From personal experience a council will accept two unrelated people of the opposite sex as not living together if each has their own bedroom. I would have thought that the phrase "live as man and wife" is self explanatory - two people of the opposite sex whose lifestyle is the same as a married couple.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -

Statistics show that more and more couples these days are choosing to have their own bedrooms so I'm not sure the "bedroom test" is very reliable!0 -
Although some married people retain separate bedrooms, so presumably some non-married couples do the same!
Does it have to be opposite sex these days? Things are not as clear as they used to be ...
It would be argued that with separate bedrooms the unmarried couple are not living as man and wife. I only speak from personal experience and a couple who disagree with a council decision could appeal to the Valuation Tribunal.
