payment rejected

i've been on DMP with stepchange since nov 2011 and 1 of the creditors is Sainsburys with a CC for around £1200 (although I did also have a loan with them, but thats now collected by moorcroft on behalf)
Anyway, last week I did have to reduce my monthly repayments due to a decrease in my income.
I just received a letter from stepchange saying sainsburys rejected the last payment that was sent (before I changed my income) of £19.
Why will they of rejected the payment?
It is not the first time they have done it (normally 1 or 2 times a year), and it annoys me because they then add a missed payment charge to the statement, I complain, they respond with a cheque.

Probably just the exceptionally awkward way in which they run there collections dept. I`m afraid.

looks like the payment was rejected before the income was changed
tbh, i think i would want it to be sold on. Sainsburys bank do seem very awkward, and I think they only stopped adding interest for around 6 months0
