When can you take a private pension?

I'm asking this on behalf of a friend who's sister turns 55 in July 2015.
She had planned on retiring & taking her personnel pension at this time.
Considering her state pension age is 66 does this mean she now can't take her personnel pension until 56 under the new rule just announced?

Age 55. I'm aware of the just announced rules and nothing in them increases that age in a way that would affect someone reaching 55 in 2015.
"the government will increase the minimum age at which people can access their private pension under the new tax rules from 55 to 57 in 2028; the change will apply to all pension schemes aside from those in the public sector that will not link their normal pension age to State Pension age from 2015, namely for the Firefighters, Police and Armed Forces"0 -
She can take it from age 55.Stephen Covey once said that "when you teach once, you learn twice". That is the primary reason for my participation on the forums as an IFA.
