I don't see a problem in a nursery charging for lunches - as it's the supervision that is free.
Could you opt to let your child take a packed lunch?
Assuming the child goes every working day (20 days a month), that's £8.70 per day, for a 4 YO!
I hope they are getting smoked salmon and caviar!
A quick scan of the nurseries section of Mumsnet suggests that they are not allowed to do this, eg:

Can't see a link to the actual rules, but charging that amount for lunch for a 4 YO, possibly illegally, is horrendous.0
