Change standing order amount

Ive just received a standing order form from the csa this includes the normal amount i have to pay + 15.00 pounds for arrears per week
I cannot afford to pay the arrears back at a rate of £15.00 per week as this assessment has been made on £60 CTC which is the only income i could be assessed on as i don't have any other.
Will i be able to negotiate a lower repayment of arrears?
Has anybody any experience of this?
They were very clever because when i spoke with the lady on the phone she spoke nothing about the arrears amount.
