BBC Radio 2 - Citizens Advice and in-house DCA at Banks

I missed some of the conversation just then about in-house DCA (debt collection agencies) and banks which have them - they chatted about Wonga and then onto the stress which banks cause from creating in house DCA's and then chase people.
Really sad to hear that they do that - is it legal or should they be stating they're part of XYZ bank?

Most tend to say in tiny print somewhere that abc are part/subsidiary or a trading style of xyz bank.

And the bank refuses to discuss matters with you and refers you to the "DCA".
... And the DCA refuses to disclose the nature of their responsibility for the debt, even when pushed in writing.BSC No 248
