House Price Calculator?(How accurate?)

Could anyone tell me how accurate the "Nationwide House Price Calculator" is?
I have just been refused a banding reduction from D to C and when I rang the VOA to question this, they would not give me a direct answer other than a load of flannel about house prices being higher around 1991 than they were in 1999.
I purchased my house in May '99 for £68950.00 and they are saying it was worth £75000.00 in 1991.
(The calculator works it out as £54580.00!)

    On most of my houses it seems to have been within about 10%. Only ever bought 5 houses though.
