HTB & Mortgage - correct sequence?

Hi,
We are currently waiting on our DIP from Nationwide (was referred) but FA tells us Nationwide are experiencing 48-72h delays at present.
We have found the newbuild house we want, and paid the reservation fee.
Can we go ahead and apply for the HTB equity loan without the DIP, so that when (fingers crossed) the DIP comes through, we will have the Authority to Proceed ready to go with the full mortgage application? Or do we need the DIP to do the HTB application?
