I know no manor again and I bought a RTC tv for it today.
Still once DD3 finishes college, which should be Monday I can go anytime as will be relieved from my chauffeur duties. :j0 -

fleabay is great for picking up cheap scanners, if you go for the collection-only option. That's where I've got mine from, in the past; never paid more than £2.30, and the current one is also a printer too.
Taking pics of photos is tricky but not impossible. Put the originals on a flat surface, under glass (picture glass if you can get it, as it's non-reflective - DIY places and builders' merchants often stock it, and may have a little off-cut piece you can buy for pennies). Put the camera on a tripod, and shoot downwards, preferably in natural light (artificial lights give either an orange-y tinge if they're incandescant bulbs, or blue tinge if fluorescent). Don't use the flash. You're basically using a rostrum camera set-up, like they have in the TV industry, so you may know someone who knows someone ... you get the idea.
For post-processing, to improve contrast, colour correction, retouching etc, try Paint.Net software, free for PCs

which may be enough for what you want.
