I didnt get a credit card until I was about 24 so for 6 years I managed to not spend more than I earned, keep my account in the plus and built up savings whilst buying and running a car, my credit history was very good and did all that with no credit card.

How can your credit history have been very good when you had no credit history at all by the sounds of it?

OP, it's not that you have bad credit, it's that you have little or no credit history so lenders don't know how you would handle credit.

You could apply for a credit card from the same bank where your current account is held and use that to build up your credit history.

If you want a loan for a car then you could get finance through a dealer where the loan would be secured on the car. You might stand more chance of being accepted for that over an unsecured personal loan. You would need to weigh up the pros and cons on buying a car on finance though.

The two year gap on voters roll and no existing credit is not going to help.

You will need to start from scratch - get a credit card and pay it off in full every month! This will help build credit history for the future eg if you ever want to get a mortgage to buy a house.
