Building site safety management

Does anyone know if a Site Management Safety Training Scheme certificate is a legal requirement?

Someone I know is thinking of taking the course but is concerned about the conflicting comments about it, cost, time and exceptionally high pass rate. He can't find a straight yes/no answer.

    SMSTS and SSSTS are not legal requirements - however, they usually demanded by a client as it is a way of proving competence to manage a site.

    I work in the construction industry in H&S - any other q's just give me a shout.
