If, as you say, the loan offer is no longer available to you then unfortunately I don't think you have any other option.

    Hopefully you get something sorted.

Actually, I am going to keep on pressing Southwark council because if they are offering some kind of credit, they should be able to explain it in full to people. Not be reluctant to give information or out-rightly refuse to answer questions. Not just say sign your name to something you don't understand otherwise it is no longer available to you. One of the loans I had previously, I was missold PPI just the same way. I questioned them about it and they implied oh it comes with the loan and I accepted it that way. They knew I was desperate. Now I am more financially aware. I will NOT put my signature on something I do not understand. They do have a responsibility to us the leaseholders. There should be clarity in ALL financial dealings.

One other point to check is this a fixed rate loan or is the APR going to go up every time BoE rate and presumably Natwest base rate goes up. Over 25 years this could make a big difference to total amount repaid.

That is absolutely correct. It will go up as the Natwest base rate goes up. I am actually prepared for that. It was my intention to overpay as much as I can but still be able to fall back to paying low amounts when I don't have any extra money. That is how I paid off my welcome finance loan early.

Instead they say the deadline has passed so therefore the loan is no longer available to me.

Doesn't this render everything else moot?

That will not stop me from making all the complaints I can. As I said I am a leaseholder with Southwark council which means that I can expect to have a loooonnnnggg relationship with them. Their performance and the way they handle issues is sub-par at best. Infact I try my best not to contact them most times except when absolutely necessary. I feel this is just a bullying tactic and you know what, if I let sleeping dogs lie, this will happen over and over again in different ways. The only way to exact change in any situation is not to keep quiet.
Therefore, I shall keep calm and just carry on pushing. Things have to change and I shall not just sit by and bury my discontent..

In the meantime, how do you propose paying for the works?
