New valuation for re mortgage?

Hi all,
We've just finished our five year fixed term deal with rbs on a 85% mortgage.
We've done a few bits of work and this morning had it valued by local agent. They valued it at a good bit more but now we've got to decide if we want to pay £250 to rbs for their valuer.
Does anyone have experience of this, what happens if the official rbs value is nowhere near? Could we pay for an independent as it's not in rbs' interest for high value?
Any ideas?

Agents will value on potential best price that may be obtained.
Surveyor representing the lender could be more cautious when valuing.
The 2 valuations could differ for any number of reasons.
If you wish to remortgage to a new lender. They will appoint their own independent surveyor.0
