I wouldn't get overly hang up on the council part. If it's a county council or unitary authority, then the range of what it does will be very large, and accordingly, the practices of different departments (and even sections of the same department) may differ quite a bit, notwithstanding the fact there will be standard recruitment policies as alluded to by others in this thread.

When it comes down to it though, there will be a human being sifting through x number of applications trying to score each one against the criteria in the advert. From my direct experience of precisely one local authority (and I am not so bold as to generalise to all), while the general form of the job advert comes from HR, the criteria and interviews are done locally by whoever will be the line manager, together with his/her superior. As such, ensure your application fulfils that criteria, and you will have a great chance.
