PPi on Car Finance??

Can i claim for mis-selling PPI on car finance? Even if the finance agreement is no longer active? Who do I initially contact? The original finance company (I think it was Capital Bank) was took over by Black Horse, so who do I contact?
All very new to me so apologies if this has been covered elsewhere on ths site.

The dealer that sold it. However, be aware that most dealers were not regulated prior to January 2005.I am an Independent Financial Adviser (IFA).
