New rules on eligibility to work in UK

I'm registering at a couple of recruitment agencies next week but they said the rules have changed in the last couple off weeks on what documents you have to supply.
My passport expired last month and they can no longer accept out of date passports! What is it with this?! It says expired passports are ok on the government website - it would help if they kept up to date when new rules come out.
They said a birth certificate would be ok but I can't find it!

What sort of passport do you have? Is it a British one? If so they have incorrectly read the new rules:
On 16 May 2014 changes came into force to strengthen and simplify the civil penalty scheme for employers, and this includes some changes to the document checks employers are required to undertake.
A summary of the changes to right to work checks which employers need to be aware of and understand is as follows:
• We have reduced the list of acceptable documents for right to work checks – we have removed travel documents, work permits and general Home Office letters from the lists. We have specified that all documents which contain an expiry date must now be current (except those showing that the holder is a British citizen, a citizen of the UK and Colonies having the right of abode, a national of an European Economic Area (EEA) country or Switzerland or their family members with permanent residence).:jI am an Employment Law Paralegal and an experienced Human Resources Manager and offer my guidance as simply that ... guidance :j0 -
