Higher band than neighbours since buying in 2003

Please can you help!
We bought our house in 2003 and our band jumped from C to E. In my entire road I am the highest band, they are either C or D. Some of the houses have been extended like mine had already been too.
I have checked the value of my house in 1991 and it is just in the band E. I feel this is really unfair as I contested when we moved in and was told that ALL houses would be re-banded over the next two years, this never happened.
So if my neighbours stay in their house forever, they will be paying far less than I have paid for the last 11 years!
Is this fair?
Does anyone have any advice?

CT law says that if the current owner of a dwelling extends, alters or improves that dwelling then the CT band cannot be increased because of this until after the house is next sold. The thinking behind this was to not deter people from improving their homes.
There was going to be a revaluation in 2007 so all houses in England would have had a new band, but the government cancelled this in 2005.
As you appear to agree that Band E would be correct, there is nothing you can do.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
