URGENT!! debt collector??

I have received another note through my door today from Marston to say they have a warrant of control issued against me by birmingham magistrates court.
i was fined in 2013 for not paying my tv licence and didn't pay the debt as Myself and my partner have been out of work for 12 months.
i called the officer who had visited my home and he said i need to pay today or he will return with a locksmith, i'm very worried now as i have 2 small children in the house and i dont know what i can do, he said there is no other way around this and suggested i call family and friends to raise the cash.
Any help would be appreciated, i am currently on hold to talk to CAB and am trying to raise cash now, but am struggling

Hi sorry I don't know loads about bailiffs, but didn't want to read and leave. Hope you got through to CAb.
From what other people have said on this forum, it's bailiffs you get from court fines and they do have the power to seize goods BUT I don't think they can gain entry if you don't let them in? Don't know about legality of locksmiths etc.

Here is a link to our magistrates' court fines factsheet.
The enforcement agent (bailiff) will often tell you that they have a right to break in. Whilst that is true, it is a power that they would very rarely exercise. They should only break in as a last resort. We do not come across cases where a bailiff has forced entry very often. You will need to try and negotiate an affordable payment, it's better to try and do this in writing. It can be difficult to get an agreement agreed so please do stick to your guns.
Occasionally the court may agree to take the debt back, if this happens you can negotiate payments directly with them. It is very difficult to get a court to do this - but it's not impossible.
Do consider printing off the fact sheet, it provides you with all of the information you need to deal with this situation.

Thanks for all your advice so far, he has visited my property before hand but i wasnt in at the time, the debt is for £466. I did get through to CAB But they couldnt help me. i will be calling the man himself again shorty to ask if we can suspend until friday (pay day) however i dont hold out much hope as he said no earlier. I have in the meantime locked all windows and doors and asked a friend to remove my most valuable things of which i will say ive sold.0

Setting up some kind of payment plan would of helped, did they not offer this back in 2013?

Neither of us were in work as my partner had been made redundant. They wont accept a payment plan, i have now been accepted for £100 from provident and am awaiting to hear from shopacheck. every little helps i guess0

The fine seems a bit steep, given you were both unemployed.
Did you not complete the financial statement?
As for Provident, is £100 all they will let you have?0
