My brother recieved a package from a family he knew while in America recently and my mum signed for it on his behalf at the time. DHL are now trying to charge him over £20.00 to over the postage.
He is arguing he knew nothing about the package arriving from America and should he have been notified by DHL beforehand so he could either accept or refuse to accept it.
He said he has been on the phone with DHL for 2 hours but getting nowhere

It does sound like it is a Duties/Tax request. Was the 'gift' valued at over £36?

Almost definitely duty - we got stung by a website who appeared to be a co.uk but delivered from China. The fun we had when the parcel could only be delivered after the import tax was paid!0

It will be the duty (V.A.T.) plus the handling charge imposed by DHL for collecting the payment. You can challenge the V.A.T. by contacting HM Customs and Excise and, if successful, will get it refunded, but NOT the DHL fee.0 -
It'll be the DHL admin fee which you have to pay regardless of whether customs are paid or not.0
