PayStream Help

My OH has just started a new job at a car manufacturers through a separate agency.
When he got the job the agency emailed him saying PayStream would be in touch to set up his wage payments.
There was no option to be paid through any other system.
He earns £30k a year but his take home pay is 22k.
£964 is paid through N.I and 2k through PAYE. £1400 is paid to Paystream . His basic wage comes up on PayStream as £16k with £9k given back as ''expenses''
Is this all above board? Is he entitled to sick/holiday pay?

Paystream are quite an established payroll company. I havent used them personally but have come across them before over the years.0

If he's on the standard 1000L tax code then he doesn't seem to be gaining much from the pay/expenses split, £30K gross is £23,354 net under PAYE, and taking off the £1400 charge comes pretty close to the £22K take home he's getting anyway.
Perhaps if you post some actual figures we can get a better idea of what's going on.0
