Changing Halifax Product

I have just come to the end of deal with the Halifax and part of my mortgage has reverted to the SVR, which is fine. However I want to change to one of their 2 year fixed rate deals to make my payments a bit cheaper, when I tried to do this they wanted me to go through the whole application process again, proving income and affordability etc.
My question is, they raise my rate, no questions asked, no affordability tests however when I want to reduce my payments and suddenly there are a hundred hoops to jump through, is this they way they do things now?

I suspect either:
A part of your mortgage is interest only
or
your mortgage terms extends beyond age 65
