Would you send a spec email?

Without giving too much away there's a major new development in my area creating alot of new jobs, some of which in the area which I have experience in. I have just seen in the past few days the advertisement of the Head of the department I'd be looking to work in and was thinking that maybe I should send a spec email to the person recruiting stating I'd be interested in working there and asking when they are likely to be hiring the remainder of the team.
Do people think this would be acceptable? I really don't want to put anyone off for when they start advertising the remaining roles!
Also, should I keep it formal and send my CV etc. or keep it informal and just inquire as to when they may be looking to hire more.
I'm on a Fixed Term Contract at the moment and it's due to end a couple of weeks before this new place is due to open so it would be ideal to get a job lined up there!

This is different from cases where the Jobcentres require everyone to send spec applications out to large numbers of companies.
I would certainly do this: it worked very well for me many years ago. They were impressed with my initiative.
It is worth taking some trouble with the wording.Who having known the diamond will concern himself with glass?

I'd send a cover letter with my cv saying you are hoping they are looking to recruit someone either your expertise, you are qualified in X and looking for Y. Please can they keep you in mind and let you know of any suitable vacancies as you are very interested in working for them.
It's not going to hurt!
