To defer or not to defer?

I agree that it will probably work that way if you try to defer AFTER 6 April 2016. But anyone asking to defer before then - ie they are under the old rules by virtue of not reaching SPA before that date - will get the higher deferral rate for that deferral.
I would not expect them to retain that generosity if you wanted to defer a second time post 2016.0 -

Yes you're right, it is giving with one hand and taking away with the other.
Another reason why your mum should take the current generous state pension deferral opportunity with both hands and grab it while she can.
