Section 106/ restrictive covenent local connection

We viewed a propert yesterday and were told once we were there that it has a section 106 in place which does not affect the resale value, but does restrict the sale to people with a local connection to the parish for the first 56 days, then the county after that. The current owners have lived there 11 years, from new. Does anyone know how mortgage lenders will view this and how it will limit our options? We have a 10% deposit. It would happen on a bank holiday weekend when I can't speak to our mortgage advisor!

The current owner tried to be helpful, she works for a mortgage company and mentioned Halifax and nationwide as possible lenders who will accept it.

Any advise would be great :)
