I recently recieved a PCN from civil enforcement ltd. They are saying I owe them £75 for not putting my car reg details into their computer. I am a member at sport space and pay a monthly membership fee on DD. I thought I had registered my car and no longer needed to enter these details every time I went there. I advised all of this when I initially appealed. But the have now stated that the enforcement notice will not be cancelled. They have advised I need to appeal through POPLA. I'm just looking for some advice. I feel this is harsh and unfair. I go to sportspace 3-4 times a week and have never had any issues. I feel I'm being ripped off!
Hopefully I can fight and win this. I will be going down to sport space today to raise this with them.

Read the Newbie thread and this will help you.
Post 3 gives you everything you need to appeal to POPLA.
Draft appeal and then post it back here for checking.

Found it. So I just need to amend section 3 to suit my situation and send that to POPLA? Will post it on here 1st to check with you if I've done it correctly.0

use the links in the popla redirection in post #3 to find a suitable popla appeal , amend it in notepad for your own circumstances and copy and paste it on here for checking, minus any personal info
also complain to the landowner and get it cancelled too (as well, not instead of)
tick all boxes except "stolen" when submitting to popla
ps:- most of these charges are "harsh and unfair" , which is why we fight them0 -
I would make strong complaints to the Gym, you are a member and a customer, expecting you to enter the reg number every time is a bit ridiculous, your registered vehicle at the Gym should be on a whitelist not to be ticketed.
The reason CEL has it like this of course is money generation , it's setup so they can harass gym users out of money , why these companies fall for the spiel of these scumbag companies god only knows, there is no such thing as something for nothing !When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Don't remove any of the points completely though except the grace period paragraph which I think doesn't make sense for your situation. Just make the wording work for you but don't say who was driving unless you've already given the game away about that earlier.

Furthermore, complain vociferously to your councillor. "Sportspace" is in fact Dacorum Sports Trust, but the site is still owned by Dacorum Borough Council, and Dacorum Sports Trust relies on a grant from DBC to operate, so although Dacorum Sports Trust leases the site from DBC, DBC still has a lot of clout with them.
It's also pertinent that Dacorum Sports Trust is a charity, so you should complain directly to them that by engaging CEL to levy £100 fake fines they are causing serious harm to the the people they are supposed to help, i.e. users of the facility who inadvertently fall foul of CEL's arbitrary "rules". If they give you the brush-off, escalate the complaint to the Charity Commission.Je suis Charlie.0
