Meteor Train Station ticket - I can't contact them

I parked my car in the car park at Dorking Station on 19th February 2014. I had a current valid monthly ticket but unfortunately it had fallen from the windscreen onto the floor of the car. I returned to find a Meteor "notice" stuck to my car (windscreen?).

I photocopied both the monthly ticket and the Meteor notice and emailed it to appeals.sr@meteor-uk.com which is the email address shown at the bottom of their notice, under "Contact Details".

I have done that a few times now but have received no replies at all, except for automatic replies saying "we will respond ... 3 - 14 working days" - they never have.

Another point of information - I had only recently changed my car so the ticket shows a different registration number. I have been informed on numerous occasions, by staff at Dorking Train Station that "it doesn't matter"!?

Anyway, so I emailed after getting the first notice and heard nothing, forgot about it / assumed it was being looked at. Then I received a letter from the "PCN Debt Recovery and Prosecution Service" saying that the £90 charge had not been paid.

Next, I sent a copy of my parking ticket (and their ticket) to their address at the bottom of their notice along with the explanation of what had happened (ticket fell down) to their PO Box, using Special Delivery. It could not be delivered and is still waiting at the Sevenoaks Depot.

Today I received a notice that the charge is now £165 and "failure to pay ... will result in a Magistrates' Court Summons ..." - I slightly feel like going to court just to have a good go at them ... but maybe not!

So, what should I do next?! I have looked at the "newbies" post but it all looks rather daunting and confusing :-(

    Oh, by the way, I also contacted Southern Customer Support ... who were not very (supportive!). I asked to make an official complaint about the conduct of Meteor and the inability to contact them. The operator took my details but I haven't had the confirmation I requested yet!

    We advise on here not to send anything via recorded / special delivery exactly because of this, they refuse to sign or collect anything. They are trying to use bylaws for this I believe, so check the signs at the station, and photo them, ask the train station for the bylaws, they must give sight of it as it's a public document . You need to do a bit of work before we can advise you

    I will take a photo of the signs - would that not be the bylaws then?

    I will try reading the newbie stuff again ... maybe it will make sense eventually!

    No the signs must give clear reference to the bylaws, they must outline what the bylaws are, how to pay and who to and so on. At the station they must have the bylaws in a document as it's a public document, and they must provide sight of it.

    The ticket you have, does it mention penalties , bylaws or popla at all ?

    Sorry if I don't use the correct acronyms, etc for things but I don't know what most of them are! :-(

    Well, actually, the second one has a higher "not paid" figure!

    The train station car park does display the "terms" and they appear to be the same as this southernrailwayparking.com/terms.pdf - but I haven't checked every clause.

    Is there anything else I need to find out / check? Does it matter or change things that I did actually have a ticket but it had fallen off the windscreen?

    Is the next step to use the template on this forum? Where should I send it?

    We still need to know what is on the signs, everything hinges on that, because if they don't mention bylaws then they cannot use them. It's likely they don't but we have to be sure on our advice to you.

    That pile of crap is nothing to do with bylaws, they are deliberately muddying the waters like in other places, they try to have it all ways, they have term and conditions of parking, then issue invoices because of it. If they don't get payment then they say its a bylaw ticket. Basically this fraudulent IMO
