Help to buy guarantee, question

I been searching from last two days but couldn't find any help online. I hope this platform help me.
We want to apply for mortgage for govt help to buy scheme I have been living in UK from more than 5 years and have good credit history. Have few credit cards from different banks. Last year I got married and my wife is UK national and got spouse visa last year Currently we both are working and in full time employment and have no commitments of repayment.

My question is can we apply as joint application for Govt help to buy mortgage guarantee scheme. As I am not still Uk national but have resident permit spouse visa and have banking history for more than five years in UK.
As I asked from few banks Netwest said its ok if you doing joint application as your wife is uk national and other bank says you both should be permanent resident and these mix answers confused me a lot. I checked on help to buy scheme website as well and in eligibility criteria there is no such clause available. And google doesn't help as well.
Please advise.

    You don't apply for the HTB - Mortgage Guarantee scheme, you simply apply to one of the lenders for the mortgage you require.

    The guarantee is between the Government and the lender, not the Government and the borrower.

    You need to find a lender with criteria which matches your circumstances which will lend to you.
