When to ask for assessment and NRP job unknown

Hi,
My ex has been trying to dodge paying correct child support. Back in early 2012 he submitted payslips to CSA showing that he earns half than what he actually does (long story but in his job and position he was able to print payslip). I had to go to Tribunal and through tribunal it was proven he earned more than double the amount he told CSA. The hearing only happened at the end of 2013.
When judge was doing her closing statement, she said that the appeal was for June 2012 decision therefore what they decide would apply only between CSA decision in June and my appeal to tribunal date in August 2012 (round about). I thought because I had an appeal, the amount decided by the judge should be the effective figures instead only up to August 2012. I asked, what was I supposed to do, appeal every month? The result of tribunal was in favour, the judge disregard June-August 2012 and said the figure should apply ongoing, effective from June 2012 instead. It still baffles me, how often am I supposed to ask for assesment in order to get the correct amount applied.
Following the Tribunal's decision of 2013, CSA tried contacting NRP to no avail. They then contacted the employer and imposed DEO from January this year, he has a lot of arrears as he doesn't follow CSA's decisions. He never appeared in any hearings, nor when I invited him for Child & Family mediation.
My ex hasn't seen the children since early Dec, didn't see them at Christmas nor birthdays. He told my children he was going to see them for Easter but instead they received a text from him saying his number will cease. He has two new children with his new wife. On the eve of my son's birthday dinner in April, my son decided to search about his dad. That night we learned on that his appointment was terminated (Companies House), data filed in February thus soon after DEO. Also in February, NRP opened a private limited for himself and new wife. Somehow money still came in for April thus it's strange that his employer already filed appointment termination in February (he's buddy with the top guys in a big company). However CSA has now advised me they are not in position to enforce payment, so no child support.
I have been living very modestly and know my earning will not suffice to support us (long story, I try to just post just relevant to question).
How do I know when my ex goes back to employment as for I know NRP is not obliged to report to CSA?
How often should I ask CSA to assess?
How would I know where he works, esp if he move overseas - we have no contact and he's not on social networking sites?
