Free or cheap invitation software???

does anyone know of a good free or cheap software to design my stationery for my wedding. I want to print something to fit on my save the dates on to luggage tags. so just need some squiggles and a nice font, then something to do the rest of our stationery. I have played with word but im getting frustrated!

    Have you tried the presets on publisher? You could pick the size and then design it yourself xxx
