The idea of this thread is to keep a running tally of complaints to the BPA/IPC
Please post who the complaint was to, PPC name, reason (no POPLA code, insisting you name the driver before considering an appeal etc.), date of complaint.
Example:
BPA/APNR Ltd/appeal rejected without giving POPLA code/ 1/4/2014
This way we can keep a running total which can be used to not only put pressure on the AOS' about the worst offenders but also be used in a complaint to the DVLA about the ineffectiveness of the AOS to enforce there own Code of Practice and how that breaches their own (DVLA) KADOE contract that the PPCs sign for access to the database.

BPA/UK Car Park Management (UK CPM)/breach of signage (no entrance signs)/ 12/5/2014
I complained to the BPA against UK CPM after winning at POPLA last week (UK CPM didn't even contest it). I complained because there's absolutely no entrance signage at their site, and got the reply below today.
Dear xxxxx
We have been in contact with the operator regarding signage at this location and are awaiting their response.
If we receive evidence of a possible breach of the BPA Code of Practice, during our investigation we request information from the operator and amendment of any point/s necessary for correction. We request evidence of these having been done to retain membership within our association.
We have internal processes and a Sanctions Scheme that is applied to all parking operators and carry out annual audits to address any issues that may arise.
Please be advised that as we are a membership association and not a regulatory body and as such are able to investigate possible breaches of the code but do not have authority over private parking operators.

BPA/ PCM (UK)/ Appeal response letter not received/ March 2014
I complained that PCM (UK) did not respond to my appeal against their PCN and therefore failed to provide me with a POPLA code to appeal with.
Response:
I am writing following our investigation into the complaint you raised with us concerning a parking incident that you experienced with one of our operators, Parking Control Management (UK) Ltd. This investigation has been concluded and I wanted to inform you of our findings.
The parking operator does confirm that they received your appeal you logged using their online appeal system in <Month1> and responded to it with their decision dated <Month 2>.
In their rejection letter they did explain the reasons why your appeal had been rejected and enclosed details of POPLA and the verification code required if you decided to appeal to them.
I have attached a copy of the letter they sent to you for your perusal.
The reason why you have been receiving letters from the Debt Recovery Company Newlyns is that the parking charge notice is still outstanding.
Thank you for bringing this matter to our attention and endeavouring to assist us in our efforts to drive up standards in the parking industry.

ResponseThank you for your e-mail received concerning the parking incident and related correspondence with Car parking Partnership that you have sent to us.
If a member is found to be not compliant with the Code, they would be subject to our Sanctions Scheme where Operators can expect to receive a number of penalty points depending on the severity of the offence. As with driving offences, once an operator’s ‘licence’ has reached twelve points in any given 12-month period, then they are likely to be faced with suspension or expulsion.
The operator has confirmed that the letter attached, dated 11 March 2014, was sent to you in response to your appeal and that they have enclosed details of POPLA, the independent appeals board, and the verification code required as it has been rejected. They have also extended the period of time to make the payment of £45, the discounted rate, if you decide to settle.
In view of this we have now closed your complaint.

Have you checked it against the Parking Cowboy's website POPLA code checker? That will give you an idea as to when this was actually issued. You need to check the POPLA deadline.
Edit: just looked at your OP via link to see this was back in February. Did you actually check the code for issue date of issue?Please note, we are not a legal advice forum. I checked and he managed to turn it around as he complained to the BPA in time to be shown the 'ghost letter' with 'POPLA code' and he then went on to win at POPLA!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I received the reply below today following my initial complaint at the beginning of this thread -Dear xxxxx
After having reviewed the information in relation to your complaint we can advise that Appendix B & F of the BPA code of Practice would be applicable in this case.
I have excerpted below for ease of reference.
Appendix B Entrance Signs
There may be reasons why this is impractical:
When there is no clearly defined car park entrance
& Appendix F Entrance Signs: (UK)
We have introduced the concept of two-part signage to establish a contract or an act of trespass in a more practical way.
Entrance Signs
In essence, entrance signs are designed to tell the motorist that they are entering managed land and that terms and conditions are not put on entrance signs: they are contained on notices displayed elsewhere within and about the land.
We recommend that you introduce this new arrangement to any newly managed site immediately and other (existing) sites when re-signing takes place. In any event, entrance signs should meet the new requirement by 1 October 2015.
We note you advised POPLA upheld your appeal with the operator. Once an appeal has gone to POPLA and been allowed, we do not investigate unless the Lead Adjudicator believes there has been a breach of the code and requests us to do so.

My whole complaint is that there is no entrance signage to the site which UK CPM are attempting to control, yet they are issuing parking charge notices on the so called 'access road' to their site which looks exactly like the normal road. Where there is no clearly defined entrance, how on earth can they get away with issuing PCN's? Every single person who has got a ticket would assume that they are parking on a public road. In terms of their second point, it's absolutely irrelevant as there are no entrance signs full stop - so no signage to establish a contract or an act of trespass until you are within the car park itself.0
