Anyone else having problems with RLTU's about their IPA?

I haven't been on here for ages so apologies if this has already been covered, but I am having huge problems with my IPA since Clarke Willmott took over from Moon Beever and I wondered if anyone else was having the same experiences?
My IPA has been varied down to NIL for most of it's duration so far (since September 2012) - it was changed to £143 per month from February this year, but the RLTU clerk said she would give me a temporary payment holiday to allow me to pay an large unexpected bill.
I signed and returned the agreement, and also provided copies of the evidence which showed the bill I had to pay as requested.
I then got a letter from Clarke Willmott saying that my payments were due from February 2014, and would continue until January 2017???!!
I e-mailed the RLTU immediately to query this, but as yet I have not had a reply from them. I also contacted CLarke Willmott a few days later to explain that I wasn't ignoring their letter, and sent them a copy of the e-mail I had sent to the RLTU.
Today I received an e-mail from Clarke Willmott saying that they had been advised by the OR that I have had two payment holidays already in the course of my IPA, and I owe them over £700 in arrears which is due immediately!
I am furious about the whole situation, which is causing me huge amounts of stress; I have forwarded all the e-mail trails between myself and the RLTU clerk which show that I have NOT had payment holidays to Clarke Willmott today, but I am going to make an official complaint about the way my IPA is being handled. Would anyone know where to direct this to?
