Valuation Report.....rebuild cost?

On a valuation report, should the rebuild cost valuation be higher or lower than the valuation of the property? Or are they often the same value?

Usually the rebuild cost is lower.
If your house burns down you still have the land which can often be the most valuable part of the property.0 -
my friend's house was valued at 90,000 and rebuild cost £120,0000

Our valuation was £165 with a rebuild cost of £210? To me that seems quite a big difference?0

Even weirder is that it's a new build that has not been fully built yet.....0
