What to put in layers of pass the parcel - not sweets/chocolate

Just wondered if anyone had any good ideas of what to put in the layers of pass the parcel. I don't want to put sweets/choc in as one child does not eat sweets (issue with teeth) and another is intolerant to dairy so can't have regular chocolate.
I have 18 children coming, aged 4 to 6 and mix of boys and girls.
I thought about stickers but does anyone else have any good (cheap!) ideas?
Thank you.

'Dares'?
Packets of Lego? (Mail free-withs along soon)
Slips of paper with really awful puns (the worse the pun the more they love them!)
'Treasure clues' to where the cake is?!
Hoping you have a wonderful, happy, giggly & not-too-messy party!0 -
Poundland have loads of party bag stuff in at the mo (or most I have been in recently have), and they are things like packs of 5 plastic medals, or 5 silver plastic wands for girls etc....0

10. Walk backwards around the circle

12. Say hello to everybody in the circle individually
13. Make someone laugh
14. Pull a funny face
15. Hug everybody in the circle
16. Shake hands with everybody in the circle
17. Shake hands with everyone in the circle “guiding style”
18. Say “she sells seashells on the seashore” three times.
19. Say “red lolly, yellow lorry” three times
20. Do the twist!
21. Tell a bad joke.
22. Pat your head and rub your tummy
23. Sing Happy Birthday
24. Attempt to say your name backwards

How about a traditional pass-the-parcel, where only the last person to unwrap it wins?
When did it become the norm, to put something in each layer? Means you now have to cheat when 'stopping' so you make sure everyone has a turn, as the kids get to stay in for the whole game too0 -
Having a member of the family who can't eat sweets, I put things like balloons, temporary tattoos sometimes I put sweets as I don't think it is then fair on the others but I have a pot where they can swap if they wish.Don’t put it down - put it away!

We have used glow sticks and temp tattoos before.
We have also done things like dress up pass the parcel. With a box of dressing up things in the middle and when the music stops they unwrap a layer and put on an item.
We have also used dried fruit treats before - go down well with younger kids.
I have picked up a large bag of party toys from Wilco and put 1 thing in the layers.
I know sweets are cheaper, but I think it works out OK as its something that I would add to the party bag anyway.0
