Hi I received my pcn as keeper 16 days after the alleged offence committed in England, strensham south. Not clear after reading your posts if I should appeal or ignore as I am resident in Scotland and car is registered in Scotland. CPplus state duration of stay exceeded free parking period and they will accept £50 within 14 days or £90 after that rising to £130 including admin if received after 28 day deadline.

Ignore them as there is no keeper liability in Scotland , and you cannot use popla up North. Also CP Plus are toothless and certainly won't be taking anyone to the sherrifs court. Do they mention pofa 2012 or keeper liability ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Stroma, as the so-called offence happened in England I would expect English law to apply. It might be better for the OP to go down the POPLA route rather than the Scottish "ignore" route. Sorry to confuse the issue.

As far as I understand, POPLA is only available for motorists resident in England/Wales. There is no keeper liability in Scotland, thus no way to enforce a PCN against a keeper resident here.
Whilst they could start court action (they won't), they'd either need to apply for an out-of-jurisdiction order (to bring a claim in England against a Scottish resident), or raise a claim in the Sheriff's court. NEITHER will happen as the costs would be too high and the chance of winning would be next to zero.0 -
Pcn is standard looking, addressed to me as the registered keeper no mention of pofa 2012 or keeper liability, just how to pay or appeal through the normal channels ie cp plus followed by popla if client property is in England or Wales0

What would the situation be if a Scottish individual lived/work in England, yet the car was still registered to their home address in Scotland?0

No difference ... what matters (for keeper liability) is that the registered address of the keeper falls within the jurisdiction of the legislation being relied upon (namely POFA).0
