Tax and company car for disabled person

Hi,
I've read that there is tax relied for disabled individuals needing a company car. However having read the whole HMRC section several times it just looks like gobeldy gook to me. Can anyone explain it in simple terms please?

Very roughly, if you have a company car and are only allowed to use it for travelling to work and on business travel you will be exempt from the standard benefit in kind charge.

If you are also allowed to use it for private purposes such as shopping, hospital visits and holidays then you will be charged a benefit in kind.
However there will be no tax charge on any extras required because of your disability.
