Can't see a way out, please help

Hi everyone I really need some advice, I feel like theres no way out and this is going to be my life forever.
I broke up with my partner after 5 years together, we have 2 very young children.
This is were it all began....

My partner bought a car and registered it to me because he was having money problems and didnt want to risk bailiffs seizing his car, while the car was in my name he acquired various parking tickets and a DVLA fine for having no insurance for 1 week. I didn't know about these parking tickets, I didn't even receive anything in the post (he must of checked post every day and hid the letters).
Anyway he has left me, I am diabetic and I have a heart condition called tachycardia which I take beta blockers for, I am on income support at the moment and literally have no assets or anyone I could borrow money from.

I have two bailiff companies chasing me for payment over 4 parking tickets, the council will not take the debt back, and the bailiff will not accept a payment plan.
I havn't even started with the DVLA fine yet, I wrote to them asking for time to pay but havnt heard anything.
Will the bailiffs ever accept my payment plan? Is it a lost cause?
Im scared to go out, I can't eat, I can't sleep, Im seriously depressed, I don't even have a drivers licence!
My ex is nowhere to be seen when all this came to light he left and more or less told me its my problem.

Please help me

    You have no licence, but the car was registered in your name?
    Was it on finance? Do you have the paperwork for the car.
    Reason I ask is we were going to get a car on finance, and my mum offered to put it in her name. BUT they refused because she has no licence.


    I have no solid advice so will leave to the experts on here.
    I`m sure there is a strong chance of this being sorted out.

    As the car is registered to you report it as stolen.
    As the car is in your name only if you see the car again sell it to pay the fines.
    The secret to success is making very small, yet constant changes.:)

    He's put it back in his name now, is there anything I can do? I will pay but just can't pay it all in one chunk

    As the car is registered to you report it as stolen.
    As the car is in your name only if you see the car again sell it to pay the fines.

    I'm pretty sure a V5 document shows the registered keeper not necessarily the owner these can be different.
    As of 24th August 2016 total money owed was

    However, the RK is responsible for taxing, insuring and MOTing (or SORNing) the vehicle.

    How did he put it in his name? Did you sign it over?

    Yes I signed it over, but only for 1 week, so I was told because he put it back into his name as soon as he paid his magistrate fine. So as far as I knew the car was only in my name for a few weeks, so I was told anyway.

    You can make a request from the DVLA for the address of a registered keeper if you have reasonable cause to do so, this includes parking fine's

    If he has put it back in his name I would do this and pass his details on and let them chase him for what is HIS debt not yours.
