Probably not. They say "within" for a reason (so that people don't have unrealistic expectations).
I got a free top and it was quicker than that.
However if you have a holiday in early summer and definitely need a bag then I'd advise you to go and buy one instead as clearly it't not going to be as reliable as a next day delivery.
