Bailiff fees help please

I am hoping someone here can advise please. I have searched this on the internet and still cant make any sense of it.

On the 11th April 2014, I received a Notice of Enforcement. This is for a debt I intend to dispute, Kind of!!. The same day I received the letter I emailed the enforcement agency offering a payment plan to avoid the bailiffs turning up.

The money is for a vet bill, The vets have admitted not filling in the insurance forms correctly and not noticing for a year. Then via email refused to submit any paperwork to the insurance company. So whilst I owe the vet bill, the insurance would have paid said vet bill, had they done their part. Hence why I offered a payment.

In my email, I told them I was starting a DMP with stepchange and offered £10 a week. I had no reply to this email.

Today an enforcement officer turned up. I spoke to him outside and to be fair, he was a nice man. He seen I had no car etc...and advised I offer a payment plan whilst awaiting form N244 to be looked at by the court.

I explained I had already done that and he said he knew, he had the email.

But I had to do it again, as they legally cant accept an offer of payment till they have visited.

He left me with a Notice after entry or taking control of goods ( on a highway ) and inventory of goods taken into control.....He never once set foot in my house.

On this notice it states;

Amount I owe £1000

Compliance stage fee £90.00

Enforcement stage fee: £855.47

The debt has now doubled because of this fee. I queried this with him but hes adamant that its right.

Please help, I cannot understand how they can add fees like that and double a debt for one visit.

I am trying so hard to get out of debt
