Student Loans Regulator

I have a student loan from SLC from my first degree in 1998. The SLC consistently fail to apply payments that have been made through my employer despite providing P60s and contacting them a few times a year. Currently they are 3 years behind.
Quite simply, is there a regulator/body I can contact to escalate my complaint outside the SLC? I understand from the SLC website the Financial Ombudsman Service only applies to pre-1998 loans.
