Job Offer but no Start Date with the council

Hi,

I went to an interview with the council and they I had an email from the team leader with a conditional job offer based on proof of qualifications, medical form, and references.

I then got a date to come in to discuss a start date and give/fill out all of the relevant docs.

I filled out a medical and listed depression. Gave my qualifications, passport. I know that one of my references has come back because the person filling it out rang me and told me that she had done it.

On the day my new employer asked when I was available to start and I said three weeks, he then said '' i'll get all of this off to HR and then I'll send you an email with a start date to confirm.''

I didn't receive anything and emailed him. He said that HR are being slow and that he should be able to email me within the next week.

But I am worried, are they being slow because their is a problem? Because I listed depression?

Does anyone know anything about this? Its the council so surely they cant fob me off?

My partner applied for a job with the council and was offered the job in October last year. He still has not had a start date.

He keeps emailing asking them for an update but they keep fobbing him off so he has since continued to look for employment elsewhere.
