IFA s have turned me down as the amount isn't big enough to make them a 'worthwhile'commission.
Likewise,RBS today told me they would not offer mortgages less than £25,000.
I am looking for a mortgage of between £15,000-£20,000 over 15-20 years.

If it was an IFA they should have offered you a fee option where you pay their fee and they rebate you the commission.

Assuming Google doesn't lie, it looks like HSBC, Skipton and Santander should all offer 20k over 20 years at around £100/m (at initial rate...)0
