Is repayment of child benefit classed as a "tax"?

Just wondering as HMRC are saying my OH did not pay his 2012/2013 tax on time, however the only thing owed is repayment of child benefit received.
We Made-it-3 on 28/01/11 with birth of our gorgeous DD.
