Tax relief on work miles

My boyfriend is a security guard. He works at various sites for a few weeks or months at a time, but he only ever works from one site per shift. He has been told by a colleague that he is able to claim tax relief on his mileage because he doesn't have a permanent place of work, but I thought you could only claim for traveling between work sites. Who is correct?

    what does his contract state re "usual place of work"?
    Does the employer pay any mileage?

    If they are all sites he attends regularly then for the purposes of tax HMRC view this as commuting to your normal place of work.
