Student Loan Repayments Mix Up

My student loan hasn't been taken from my monthly pay since September, when I started a new job. I spoke to my employer who as far as I know has done nothing about this, even with a reminder.
Repayments are likely to have been about £100 a month, so it is a significant chunk that I haven't repaid.
Questions I have, if anyone can help are...
Should I contact Student Loans? Should I be happy or worried that I'm not having to repay?
Who's responsibility is it to make sure the repayments are taken?
If it is the loan company, will I be entitled to some refund on the interest I've been paying whilst they haven't taken payments?
If it is my responsibility will I need to make an additional payment for the missed monthly payments?

Did you give your new employer a P45 or fill in a P46 when you started?0

No. I was told there was no need for one when I left my old employment and when I started the new. Have since asked about this with my employer when I checked why the payments weren't being taken, and again they said there is no need.
I am told that this is because, although I've changed jobs, my employer is still the same. As a teacher, I changed schools, but I'm still employed by the same authority.
I did complete forms to change my registration from one school to the next, and told this should have sorted everything.0
